NBA Decries Court Closures In Southeast, Proposes Virtual Hearings

The Nigerian Bar Association (NBA) has expressed deep concern over the closure of Court of Appeal divisions in Awka, Owerri, and Enugu due to security challenges in the Southeast region.

The NBA, the umbrella body of legal practitioners in Nigeria, warned that the total shutdown of these courts has severely hampered access to justice.

Speaking at the 2024 Conference of Justices of the Court of Appeal on Monday, NBA President, Mazi Afam Osigwe, SAN, called on judicial leadership to adopt alternative measures, including virtual hearings, to address the situation.

He emphasized, “Justice must never be a casualty of insecurity. While the safety of judicial officers, staff, and litigants is paramount, the continued closure of these divisions undermines the judiciary’s ability to deliver justice.”

The NBA also urged Southeast governors to take decisive action to secure the region, ensuring the safety of judicial officers and the proper functioning of courts.

Osigwe proposed several measures, including temporary relocation of court sittings, mobile courts, and increased use of technology for virtual proceedings, to maintain judicial operations.

The NBA’s comments coincided with its participation in the International Anti-Corruption Day, themed “Uniting with Youths Against Corruption: Shaping Tomorrow’s Integrity.”

The association described the theme as a timely call to action, highlighting the critical role of young people in fostering transparency and ethical leadership.

“Corruption is the most potent threat to governance and development,” the NBA said. “It undermines democracy, destabilizes governments, and disproportionately affects the poorest and most marginalized citizens.”

The NBA acknowledged the presence of corruption within various sectors, including the legal profession, and stressed the need for collective action.

“We must unite with youths, equipping them with the knowledge and platforms to lead a new era of accountability,” Osigwe stated.

The association also called on Bar associations worldwide to support young lawyers in their efforts to combat corruption and uphold the rule of law, emphasizing that a corruption-free society is achievable through unity and courage.

The NBA reaffirmed its commitment to engaging all stakeholders to ensure justice prevails, even in the face of security and governance challenges.

During the presentation of the N605 billion budget for the 2025 fiscal year at the Edo State House of Assembly, Governor Monday Okpebholo experienced a moment of hesitation that caught the attention of those in attendance.

As he began to outline the figures, he appeared to struggle with articulating the exact numbers, stammering and stumbling over the amounts allocated for various sectors. This brief but noticeable lapse seemed to momentarily disrupt the flow of his speech.

Despite the well-prepared nature of the presentation, the Governor’s difficulty in confidently calling out the figures raised murmurs among some lawmakers and attendees, who exchanged glances while others maintained a composed demeanor.

His hesitation was most evident when he addressed the significant capital expenditure of N381 billion and the recurrent expenditure of N223 billion, both critical components of the budget.

It took him a few seconds to regain his footing, during which he paused, cleared his throat, and continued with a somewhat cautious tone.

Observers speculated whether it was the weight of the figures or the enormity of the budget’s implications that caused the Governor to falter briefly.

However, as the speech progressed, he regained his confidence, delving into the detailed allocations for road infrastructure, healthcare, education, and agriculture with renewed composure.

In a room where every word and gesture is scrutinized, the Governor’s brief struggle served as a reminder that even the most experienced leaders can have moments of nervousness under the spotlight.

Nonetheless, the focus soon returned to the substance of the budget, with its ambitious plans to transform Edo State’s infrastructure, education system, and healthcare sector.
